How normal is it for guys bulges to be really small in like swimsuits?

My friends and I saw some guys in speedos at a waterpark and we were laughing about how small their bulges seemed. But then on the olympics most of the guys look pretty small too, except for Phelps lol. But one of these dudes was seriously flat. So how much do those hide their junk?
