Can someone tell me the best person to contact at Sky TV with regards to appalling after sales service, being?

I need to contact someone "high up" at Sky TV as I keep getting pushed from one dept. to another, all of whom seem to give different and conflicting information. Service is appalling so I need to get a hold of someone at the top in order to bring things to a halt.
