To express/to activate/turn on a gene: do they mean the same thing?

according to my AP bio book, genes need to be triggered to be expressed so i guess you could say they are initially all "silent" but it seems like the three you named "to expressto activate, and to turn on a gene" all mean the same thing. my book almost uses them interchangably
